I think that the ufc is trying to save/salvage fights for ufc 200. With most if not all big fighters booked in pre-200 cards, maybe the powers at be are pushing for big fighters (McGregor, Jones, rousey, etc) to hold off for their 'tent-pole' event. There is a lot of expectations to match/exceed ufc 100 (still my favorite card to this day). Hell, maybe I'm off, but I think it's worth thinking about.
