A question about USADA testing

After the recent Romero controversy, about him looking jacked as fuck in his last fight, what i wanted to know is, can USADA go to foreign countries where is difficult to get in? For example, i've heard that is fuckin' impossible to get in Cuba and it's very hard to go to Russia and i find it very strange that all the best fighters right now come from those places.

WADA is "guide lines" how to and what to test for.
USADA uses WADAS list among other lists when they tests.
