It's certainly messy. And that was during the transition from TRT to no TRT. And it was an out-of-competition test for a fight in Ontario, which doesn't do out-of-competition testing. And his T levels were "high" - not Chael Sonnen 14:1 high, but 1000 instead of 700 high.

It certainly raises questions about UFC "self-regulating". But in theory the USADA deal fixes this.

But did it fix it when Brock was allowed to fight while his sample B was being tested? No. So they fix that loophole and move on.

So it's either a) a work-in-progress, or b) they make small changes every time they get caught, depending on how one view these things
