Well technically Nog started his career in the late 90's and looked pretty complete even early on but I'm guessing most wouldnt consider him really a 90's fighter.

Maybe Rizzo? good striking, sound takedown defence, decent sub defence.

At that stage though I think you could argue most complete didn't mean best, Rizzo was well rounded but didnt really have elite skill in any one area.
 
John Matua. he applied his bone breaking technique perfectly in training. If only he caught tanks arm in the actual fight lol

I wouldn't say any of those 3 were complete fighters. Frye and Vochechen were almost totally strikers and Shamrock was almost totally a ground fighter.

He could technically strike with all of his limbs and was an expert in Luta Livre, which is basically catch wrestling with guard work. He also had accolades in several different marshal arts.
