In the past, the UFC sent Khabib a fake offer, because the UFC basically used it to scare Conor into accepting the fight at UFC 205 against Eddie Alvarez.

Legally the UFC accepted it when they sent it to Edwards even if they didnt sign it, it would be up to Usman to then accept it. If both fighters accept the UFC would be legally bound to it by contractual law. Doesnt mean they dont try the bait and switch, but any fighter involved would win in court.
