Risk reward ratio. He knows he has about a 10% chance of beating Usman. A 10% chance of becoming WW champ isnt worth the 90% chance of ending his hype-train.

It's a game of asking as much as possible before committing to fight, and accusing the other guy of asking too much that he has to be scared to fight. Both of these guys are trying to cash out due to their ages and are asking for a lot.
