How in depth a knowledge of the ground game do most striking based fighters need to learn? Because a lot of them just excel at getting up and scrambling etc. Is that enough? How relevant is guard play, stalling submissions off the back etc? Do gyms even emphasise this stuff?

No reason to train anything in the guard except creating space and getting up, wrapping them up so they can't strike, and hip bump sweep.
 
Every little bit helps. If you understand wrestling and submissions from an offensive standpoint, it'll only help you when it comes to defense against wrestling and submissions.

You can train defensive grappling only, but it won't really help you against high level grapplers. They know little things that training only submission defense, takedown defense, and getting back to your feet won't teach you. There's a lot of technique you're missing out on by just training to survive on the ground so you can get back to your feet and keep striking.

You have to train everything. Mma is too evolved to limit yourself.
 
Even Cung Le has won several amateur wrestling championships, and placed first in AAU Espoir Sambo National Championship (another amateur event).

Nowadays TDD, sub defense, and bottom game skills are a must for strikers.

best example is Yair. He’s such a dynamic interesting striker but has the TDD of a newborn fawn so it’s cost him multiple times.
 
strikers definitely need to train their grappling defenses, but they need to spend at least a little bit of time trying to understand the offensive side of it as well, understanding how to complete a submission will greatly increase their ability to recognize that the opponent is going for this submission and will only help them to escape.
