Is it unethical that they allow the fight to still happen when fighters fail the pre-fight Drug Test

It feels like for all the talk of the safety of the fighters, when a fighter pisses hot in a pre fight test, They always let the fight take place afterward.

Sometimes even changing the venue to California in order to make it happen.

They don’t even tell the opponent most of the time; I feel like they should at least have a choice before they fight a roided opponent and get brain damage and physical permanent damage fighting insane juiced up Vitor or Dillashaw.

Yes, if they get the results before the fight happens. It's not clear that this happened with TJ though and from the info I have read it seems he failed his post-fight drug test since the test was done on the day of the fight.

They don’t get the results until after the fight...

Unethical = YES!
Illegal = maybe (it should be)

They get hepatitis and AIDS tests (among other health tests) periodically, too. Imagine the lawsuits if they let someone "pulse" some hepatitis or HIV/AIDS.
