What would your criteria be?
 
Royce - obvious
Sakuraba - Gracie Killer, Japanese MMA icon
Frank Shamrock - first famous for mixing arts
BJ Penn - embodies anywhere anytime mentality. Also 2 weight world champion
Fedor - GOAT HW. GOAT period.
Anderson - GOAT MW put the art in mixed martial arts
GSP - WW GOAT - complete dominance and well rounded skills
Jones - probably the greatest p4p fighter to ever live
Ronda - put female MMA on the map
Conor - biggest superstar in MMA history. Made MMA mainstream when he fights

Royce Gracie - Obviously
Chuck Liddell - Was a dominant champ.
Matt Hughes - One of the greatest ever.
Forrest Griffin - Not a great fighter, but brought in a ton of fans because of TUF 1.
Stephen Bonnar - Not a great fighter, but brought in a ton of fans because of TUF 1.
Michael Bisping - Brought in a ton of UK fans and worked his way up from the bottom.
Tito Ortiz - Was a great entertainer and a top fighter that transcended many eras.
BJ Penn - First ever champ champ
Ronda Rousey - As garbage as some aspects of her game is, she did a hell of a lot for the company and brought in a ton of new fans.

You know how many millions of fans they brought in? I agree they're garbage fighters, but TUF 1 and their final fight was watched by millions. I've heard so many people say they started watching MMA because of that fight.

Being in the UFC HOF doesn't mean much. Any fighter with a sgnificant achievement should be in the HOF. Whether it be winning a title, breaking a record or just simply remaining in the UFC for a really long time like Jim Miller and Diego Sanchez.

The show itself is what is most responsible for bringing in a lot of fans. Should Brock lesnar be in the hof for bringing in a lot of wrestling fans, how about cm punk? Their fight was way overrated too, slow gassed out guys with low skill level is how I remember it
