There are quite a few resources on the 2-on-1 / russian tie (VHS, DVDs, YouTube, etc.). Most just show techniques but lack instruction on hand/grip fighting, how to setup, achieve and mantain the position.

What are the best ones from a nogi / submission grappling perspective?

There are a lot of wrestling instructionals about the position, but none specifically for submission grappling as far as I know.

Marcelo Garcia does use the position a lot and shows it on MGinAction, although it's more from butterfly guard.

Search for 'Steve Mocco clinic' on YouTube for good details on how to set it up vs. a collar-tie.

Ken Primola has a pretty good e-book on Russian ties.
