Easily option 2. If I'm allowed to watch all the different alien societies on my computer then I'm sure I'll see something worth ripping off that would make me more money anyway. Even if there was no other intelligent life in the universe to rip off for profit, there's bound to be something interesting. It's knowledge that nobody else would know, and that has to be worth more than 1 million bucks. That's not even that much money these days.
