You don't know how to judge a fighter:

Rothwell has better wins than Cyborg (albeit, she dominates a division but it's a horribly shallow one) and a better recent track record than Vitor. Has a win over Reem and a SUB over Barnett, his UFC track record isn't much worse than Reem's given the losses Reem has.

Even comparing to TRT Vitor, Ben beating Reem and Barnett is arguably equal to Vitor beating Luke and Bisping at the time.

Don't be deceived by aesthetics.

It's a combination of nationality, personality, success in the octagon and even fanbase imo.

American's always seem to be given the benefit of the doubt while Brazilians and Russians get thrown under the bus. The more polarizing your personality is the more people are going to look for any reason to justify their hate for you. Fighters who have a good performance or streak and then get popped are obviously more scrutinized than those who say lose a fight then fail a test. And the fanbase thing is similar to the personality of the fighter and might even be correlated. Examples being a lot of people dislike fighters such as McGregor or Ronda because of their rabid fans.

Because Rothwell has very little name value. In other words no one cares if Rothwell fights tomorrow or in six months.
