Why haven't we seen Donald Cerrone reach that elite fighter class ever?

Cerrone has been a fan favorite for a long time and he has big wins over former champions like Alvarez in his first UFC fight and Benson in the third of their trilogy... but for some reason he's never won a championship himself despite IMO being an elite striker and submission grappling that's second-to-none at LW and WW. Why's he never made it?
 
Here are the main reasons imo:

1. Can't handle fighters that pressure him
2. Bad boxing defense
3. Chokes in major fights it seems
4. Seems to check out of certain fights mentally

He mentally quits and tends to lose to top fighters. He's still a force to be reckoned with and imo should be inducted into the hof for all his epic fights. Joe Lauzon should too
 
He is an elite fighter. There are more elite fighters than just the current champion by a division.
 
Maybe he just doesn't have skills needed to get there.
 
He folds mentally in the biggest fights.
That's not even remotely true. Not even sure why people think that. He's won some very big fights, and lost some that didn't mean much.
It's pretty simple. He's a very good, talented fighter. He just isn't the very best.

Speculating; he may not an elite level fighter?
 
He’s a really good fighter. But he is not elite. I like cowboy, his fights are usually good.
 
He's a fan favorite for fighting all the time and being a warrior.

That's not champion material. Champion material is picking your fights.

Cowboy is beta.
 
He doesn't mentally fold, he's just not a championship caliber fighter.

His win over Benson was a robbery and Alvarez was champ for 5 minutes.

This. If you're a top ranked fighter, you're elite.

It's a weird fixation that a lot of combat sports fans have that if a guy isn't the champ then he isn't elite. Like there's only one elite fighter per weight class? That doesn't make sense.
