And if Hacksaw Jim Duggen was allowed to use his 2x4 in the octagon he'd be almost unstoppable at lhw.

Nobody can ever kick out before 3. Definitely would be a referee stoppage
 
Because most WWE "moves" require your "opponent" to willingly allow you to perform said "move" on them, even help them pull it off at times.

Brock went for it on Cain but when he went to scoop him up Cain rubbed jalapeno powder in Brock's eyes and he spun around in pain.

1. It is very hard to use against unwilling opponents. Most WWE moves are extremely easy to counter, even for an average person.
2. He fights heavyweights. It would take a massive amount of energy to pull off a move like that on an HW.
3. The F-5 wouldn't really do much more damage than a much simpler slam.
