Difference is, Woodley can't afford to be picky. He's not in the position to. Instead of holding up the division for his quest of a big money fight he should vacate or be stripped

& GSP would be a step up in competition and pay compared to Covington.

Colby threw nearly as many strikes in 1 round vs. Maia, as Woodley did the entire 5 rounds.

In two rounds, he landed more than Tyron did in 5 rounds.

Woodley is a fan of challenges, Colby is too easily hit, got busted up by a 40 year old BJJ guy. GSP would be a harder fight, unfortunately the french-canadian is not confident in taking that fight

Woodley hasn't been told he is fighting Covington, so he isn't holding anything up. Woodley isn't being picky or doing the picking. It's as you said, he isn't in the position to. The money guys do the picking. GSP picks his opponents like he picked Bisping and not Weidman/Rockhold or Whitakker. Conor picks his opponents and the sport. The UFC only waits on these guys. Tyron maybe waiting on GSP, to see if he gets picked. The UFC maybe waiting on GSP to see what he decides to do. Either way, Tyron isn't holding anything up. GSP and Conor are the ones holding up the sport, as they are the only ones with the power to.

Woodley got scared after seeing what Colby did to Maia in comparison to him.
Colby would take 3 rounds for a UD or a late finish.

His intentions are clear as evident by what he says and does. He wants a money fight with Conor. But he won't challenge Conor as he doesn't challenge smaller opponents. He is hoping Conor will challenge him.

Tyron's performance was masterful and creative MMA. You don't get it.

It was the best performance Woodley could have possibily given vs. a fighter of that quality and danger. I'm not sure what else Tyron could do without getting choked out by Maia.

Also, Colby is boring.
 
I love hearing guys talk about how "champs are ducking them" when they've done fuck-all and are clearly trying to talk their way up the rankings.

RDA-Lawler winner gets Twood and Colby can fight his way up like an actual fighter. Not talk his way up like a social media whore pretending to be a fighter.
