WHOA - what's up with this Cow By Bear in San Diego?

I go to their website, and some dude dressed as a bear is all up in their. And I look for their address, so I could, you know, eat there, and all they have is a P.O. box! Even Google and yelp don't seem to know where they are.

What's up with this place? I'm thinking it's too sketch, I might just hit up Cowboy Star instead.
