As the title says, who had the best character development of any TV series? I nominate Roland Prezbelski from The Wire

In the course of 5 seasons he...

> Is the most incompetent cop of the department, is passed around from unit to unit and is clumsy as hell. He has never been discharged because his father in law is senior cop Valchek who protects him

> fires his weapons indoors by accident and blinds a teenager by pistol whipping him while drunk

> is confined to the office because of his repeated fuck ups, it's only there where he starts cracking a paper trail out of boredom, thus becoming valuable

> stands up to his father in law and punches him when he is berated by him, which nearly has him fired again

> accidentally kills a black cop when he fails to properly identify himself as a PO. This causes a shit storm and causes him to quit out of guilt.

> Starts work as a high school teacher, which has a rocky start for him and isn't expected to last. He see's the schools flaws but adapts.

> Slowly gains respect from his students, is shown to actually care for them and Dukie in particular, who he provides food and laundry for since his family neglects him.

> Completes his circle and becomes Robin Williams, basically a fully respected and dedicated teacher who looks out for the well being of his students and wants to see his kids succeed.

Carcetti was pretty good from The Wire as well--guy become everything he stood against in politics. And McNulty also if you count backwards development.

Johnny Rico from Roughnecks: Starship Troopers Chronicles (on the left).

He started out as a rudderless, wet behind the ears, greenie who only joined to impress his girlfriend. Through the crucible of battle, learns what service, sacrifice, and brotherhood mean. That pressure molds him into an amazing leader of men.

Good hearted junkie struggling to get clean finally gets to go upstairs.
 
I want to say Vegeta but TV series means no anime and so, I have to say Artie Bucco from Sopranos. He was like a naïve idiot who wanted to rub elbows with gangsters and got scammed by young women couple of times.

Later on, he wised up and cut his connection with Sopranos and other associates and lived on as an honest human being.
 
Frank Reynolds from Sunny.... goes from a business man to an absolute savage bum in a season or 2.

^This, my first thought as well. Science Teacher to Meth Kingpin and felt like a natural progression.

Also a few characters on GOT have had some pretty damn good arcs (Jon, Arya, Tyrion, Danny, well pretty much anyone that is still alive lol).

So far...

I have little faith they're going to end the series within six episodes and leave a good taste in our mouths.
 
Also loved this guy's arc. Just hated how they botched the ending. Locke was the best character on the show, Jack was just a bitch with Daddy issues.
