He beat Ken Shamrock by getting his ass kicked so bad Shamrock started to have a heart attack from exerting himself. Solid inclusion.
Vanderliegh kneed him in the face hard several times and he kept fighting.
 
Hands Down B.J. Penn takes the number one spot here.

B.J. wasn't one of those dudes who cut massive weight to gain an advantage, he fought at his natural weight class (155) and dominated. Then he had balls to leave the UFC and chase the top competition from all other organization, while they were in their prime and win: Gomi, Gracies, Ludwig.

No other fighter 155 lb fighter has fought true 175 lb fighters. But B.J. Penn fought four welterweights in their prime, two of whom are all time greats, in Matt Hughes (twice), GSP (twice), Jon Fitch (once) and Nick Diaz, - not to mention Lyoto Machida at 185 outside the UFC.

Even when he was clearly outweighed and outclassed, he fought to a decision or tko. And he wasn't a paper champion, he defended the belt in his natural weight class at 155lb on multiple occasions. No other fighter can make the same claims.
