nope, Tokyo leads the world by a wide margin in Michelin stars. Kyoto is second and Paris is third.
As far as 3-star totals, Japan and France are at the top, with America far behind.
As far as cities in America- SF now leads the nation in 3 star restaurants with a total of SEVEN. NYC only has five. However, it has more total stars:

Still a sad showing when you consider NYC's population is larger than SF's by an order of magnitude.
I'm not denying NYC is a great food city, but people take that reputation for granted nowadays. While everyone assumes its got the best food, SF snatched its crown as the best culinary city in America. Chicago and Vegas are creepin up right behind it.That's why I said NYC was one of the best on earth. Which it is. Everyone knows that.
Secondly I'm not only looking at Michelin rated restaurants. Nyc is super diverse food wise.

NYC metro because we are possibly the most diverse place on the planet Earth, and there is not much else for a poor immigrant slob to do but work in, and open some kind of eating establishment whether it by high class, cheap/low class, brick and mortar, or street cart.
Its either that, or laundry, taxi/limo/uber driver, handy man/day laborer/cleaning (for ladies), or open a bodega which is basically an eating establishment.

Which city has the best and most plentiful restaurants?
I may be biased since I live here, but my vote goes to Las Vegas. A lot of international culinary talent reside here and we have food from every single culture you can think of.
