What is the Difference Between Sambo and Wrestling?

Sambo is a mix of wrestling, judo and striking. Combat sambo (the style khabib of and fedor) is pretty much mma with a gi jacket, also allows leglocks and chokes. Sport sambo forbids striking, chokes and rotational leglocks (heel hook, toehold) and it's kinda judo with wrestling.
 
Sports sambo is judo with extended set of techniques.
Combat sambo has added chokes and strikes and yeah its basically mma with a slightly stricter ruleset.
 
You can’t bodylock in Judo, at least not traditionally
Pretty much any throw that won’t let the target break fall is prohibited in sport judo.

But you can do it in BJJ if you’re a judo player
Sambo just has a slightly wider variety of throws than Greco or Judo
But lots of Sambo players play Judo too in Russia, like a shit load of them because the international pool for Judo is obviously better so meh

I’m not actually 100% sure, I know its legal obviously but I think it’s because of where your grip is you’re not technically controlling the body.

Sambo isn't based on lay-n-pray.
sambo was developed/fused from many traditional MAs for Russian military. the abbreviation literally means self-defense without a weapon. when you fight for your life, there is no lay and pray, there is kill or be killed.

Sambo practices techniques from wrestling - double, single, also you can roll into leglock, etc.

In competetive judo tecniques below the waist are banned, they are afraid to get dominated
by wrestlers and sambo guys at their own sports.

Also, Sambo has richer submission game - mainly leglocks.
This is developed by spending more time in grappling, while judokas are
getting stood up quickly.

That makes judo pretty limited, aka taekwondo of grappling.

Hey man, check out the throws at 5:10 and 5:45 for examples of leg throws that Judo used to allow. There's also another one I really like where you load all your opponent's weight on his one leg and then lift up his opposite knee with your hand, but I can't find a video of it. It's kind of like a reverse knee-tap (where you load all your opponents weight onto one leg and then grab that same knee as you continue pushing him over his foot).

 
IJF new rules are only since the last two Olympic games, before that which major Judo competition was dominated by Sambo guys?

Sorry, i haven't researched it that thorouhly, cause i am not that interested in pure grappling.

In former USSR it's very common that both discpilines are taught together and fighter
later chooses what to concetrate on, depending on talents.

I just heard from grappling guys, whem judo and sambo purists meet up with free rules,
sambists get an upper hand in vast majority of meetings, because of more versatile techniques.

If we talk all arts - wrestlers get subbed usually, judokas win rarely, most effective are sambists and bjj guys, when we talk open grappling meetings.

Khabib doesn't like being called a wrestler and attributes his grappling prowess and success to his Sambo background. He also says that Combat sambo is the hardest martial art to compete in, often fighting multiple different opponents in the same day so that teaches how to approach all different styles in MMA.
Khabib has over 300 amateur/competitive fights in combat sambo.
