It's kind of like working out, if you know what's coming and control the routine then you don't get that tired and your mind is at ease. But if somebody else controls the routine and constantly keeps you guessing that makes you way more tired even if you end up doing the same routine. To that form of torture there is a psychological stress factor that is being taken out because he is in a controlled environment, not to mention knowing what to expect and the body adapting easily since there are no unknowns and the intensity is probably kept to a minimum.

tl;dr Kennedy is a freaking moron.

That's not even the proper technique for waterboarding. They pour the water at random intervals so you cannot just hold your breath, it is essentially drowning.

The problem is all the meddling on international affairs thinking the world is a chess board that all can be seen and accounted when there is a lot of blowback and unintended consequences.
