Did they mention anything about the criteria, or did they just make a list of places with the fewest black people? If you think it's because they're blue states, seems strange the most left-wing state in the country isn't even in the top 10.

I thought everyone ate healthy and exercised in California. I'm surprised they aren't among the healthiest.
I'm glad TX at least avoided the unhealthy list :)

On a serious note....
It's to damn hot and humid in those states most months to get outside and work our much.

according to that report, they actually have pretty good policy, ranked 12 in the nation. They have awful health behaviors though, so i would call it a failure of culture.
