Cyborg makes 145 because she drops her body fat % to around 12-13 and dehydrates a lot. Aspen doesn't get that low. If she did, she'd make 135.

The problem is fighters want to be as big and heavy as possible so they don't diet off too much weight; they rely more on dehydration which leads to missing weight regularly because the body doesn't want to die.
