The reason UFC didn't sign guys like Kabesa and DuPlessis yet is because they never went nor have plans of visiting South Africa (or any African country, for now).

McLellan was signed early 2015, before WME-IMG bought UFC and Joe Silva retired, things are very different now as far as roster management (Maynard and Shelby's obligations) and UFC's global-expansion goes.
