You're not going to make an industry that we're not suited to enter spring up overnight by slightly raising the costs of imports. The only thing this will do is raise the cost of solar relative to other forms of energy (to 2016 levels, as the cost has been cratering) and thus cause Americans to pay a little more for energy and pollute a little more.
