This police officer is an evil man and shouldn't be in charge off moralizing to anyone. He literally tells his officers to get off on killing.
But I think video games do have a violence problem, if you fill your time with violence then you fill your head with violence. Everybody who's played extended GTA sessions knows about all the vehicular violence thoughts. You don't actually do it but you think about it. It's not unreasonable to think that some people would do it.
On the other side of things, you could say it gives people a harmless outlet to indulge their dark side instead of repressing it.
The real problem though is modern games that literally feed all your usage data into machine learning algo's that tweak the games on the fly to maximize your addiction and their revenue. Many of these companies are also branching out into scraping big data profiles on their users, ie social media, reddit, forums, etc to literally build psychographic profiles, and keep track of their players moods.
The problem is that a game like that is actually playing you. It's a black box to you, while you give up all your usage data while playing something that is engineered to be as addictive as possible, and then they also track you through social media/forums/wherever they can find you.
With that kind of big data + access to manipulating people, bad actors can easily use data to find vulnerable people or profiles of people within their user bases and subject them to any number of scams, lead them towards all kind of things, etc.
