tolerant SF enabling drug users?

What I've gotten from this thread is that @VivaRevolution is opposed to due process and favors summary execution for people accused of being drug users.
 
He liked a post glorifying duterte (president of phillipines) approach to drug users. This approach has been summary execution (ie, in the street, without a trial) of people suspected of being involved with drugs. Pretty much anyone who has been accused of dealing or using drugs. It's amounted to roughly 7000 deaths as of January. Amnesty International obtained evidence around then that the Duterte government was paying 100-300$ bounties per alleged user/pusher killed by what amounted to hitmen, and after a prominent foreign businessman was killed recently, the program was allegedly suspended.

Oh, I had perused the thread and didn't see a single post from him, so I thought you were confused. I'm well aware that Duterte should be fed to alligators. He's an incredibly huge piece of shit.

I live in WA (this is relevant believe me) and I sit in Court with kids that have been dinged with "marijuana" possession charges and hear ALL KINDS OF THEM do the "it's legal now" only to have the prosecutor go "yeah, for people over 21". That attitude is what worries me transferring to the harder drugs.

I know everything in the stats says I am wrong but it's still something I worry about.

So what kind of punishment does a 19 year old that has never been in trouble before get for a punishment for possession? Is it close to a minor in possession of alcohol?

If they're 19 they're charged as an adult and it depends on amount on them. If it's not to the level that dictates "with intent to deliver" they'll probably plead to "attempted possession" which is a gross misdemeanor and spend like 5 days in jail which most of them probably already served so they'd be released.

If they were charged and had a pipe they'll be charged with drug paraphernalia which is a misdemeanor and then like 2 days (whcih they probably served) and a fine.

So do they have to talk to an addiction councilor, follow their recommendation, 24/7 sobriety program, etc?

It really depends. Most of the time no (if we're talking pot which was my assumption).

There are what are called DOSA or Drug Offender Sentencing Alternative sentences but you're only ever allowed to do that twice and usually you have to go into DOC custody at a prison and start on a program in there like talking with councilors, following recommendations and such. The guys that get residential version of that usually can get day for day credit if they go to in-patient treatment but ONLY if they finish it successfully. If the recommendation is 90days and you are kicked out on day 89 then you are fucked and you have to serve your whole sentence. Usually they get like 6 months and if they were successful with the 90 days at treatment they can then do like work release, work crew, or EHM to finish out the other 90ish days.

Duterte and his Communist thugs re-started the program they are arresting people in droves again some legit some questionable and more unsolved murders.

I mean, I'm sure someo0ne doesn't just show up at a party and say "hey, look at that that you're shooting up your veins, can I try that?"

What is the genesis of this epidemic?

Not that I've taken it but I believe heroin is generally smoked and the needle only comes into play when they're hooked.

Well, the start of an explanation is people who are low on the dominance hierarchy are higher in negative emotion (trait neuroticism) which they often self-medicate with drugs or alcohol. And because the US is an unequal society, comparatively to other western countries, there's a large underclass who is essentially stuck in their position. So you could say that the US as a society might already be uniquely predisposed/vulnerable to a drug problem. Add to that painkiller over-prescription, lack of treatment (and no universal healthcare), sending drug addicts to jail, and I'd say you have a big chunk of the explanation.
