Many of the greatest leaders in history, including Kings, have submitted when it was required. Standing up to an overwhelming force and getting destroyed doesn't make you a great king, it makes you a dead idiot, no?
They might as well get destroyed. All they're doing is making Negan's group stronger. They're living their meager lives just to make the Saviors' lives easier. They're in a post-apocalyptic world that's gone to shit, and it's even shittier under the thumb of a barbwire baseball bat-wielding psychopath. That ain't no way to live. What is the long-term outlook with the Saviors around? To me, they looked screwed if they do nothing. What happens when they start missing quotas? What happens when the resources dry up and they can no longer sustain themselves plus give the Saviors their share? What happens when Negan or some other lunatic in his group wants something they either can't provide or don't want to provide? I wouldn't want to live my life on the whim of a madman.
They have Alexandria, The Hilltop and their own group, but he still chooses to stand idly by, and for what? To continue to eke out a shit existence in a bleak world that has no hope with a group like the Saviors around. If you want to start fixing the world and give mankind a chance, then you have to put an end to evil and not submit to it. Or, at least get the fuck away from the area. Why do these groups stick around and serve a lunatic like that? I know relocating a sizable population wouldn't be easy, but the Saviors don't enter The Kingdom, so he could relocate people bit by bit.
