I think you're also right that there's a significant chance that it's more than just an understandable, desperate action by the family, and more of a calculated exploitation. I have no way to draw a conclusion on that though. If I had something concrete to go by, it would be the second most important factor that would decide the matter for me. The first being whether there is physical abuse in the home.
