Stripping Conor of the title is his path to Russia

The reason why it makes sense to strip Conor is because if he fights either Khabib or Tony and loses the belt that would hurt his image a great deal, however, if he is stripped and wins it back again he'll gain even more stardom.

Since Conor fighting anyone other than the interim champ would be ridiculous, and we know Conor wants to fight Khabib, to create a storyline they strip Conor and let Tony and Khabib fight for the belt. Their plan is that Khabib will beat Tony and that will set up a fight in Russia between Khabib and Conor which is what he wanted all along.
