problem with my employer

I was applying for a job that required a supervisor reference. My company prohibits mid-level management and workers from being references for each other; all references have to be given to upper management. It's bullshit. I'm worried that if I ask upper management for a reference they'll fire me. This should be illegal.
 
They should be able to make an exception to the requirement if you explain it (helps if you can provide previous supervisor references, though).
 
How can they do that ?

What if you get your buddies to do it anyway and then dont tell the boss ?
