I was applying for a job that required a supervisor reference. My company prohibits mid-level management and workers from being references for each other; all references have to be given to upper management. It's bullshit. I'm worried that if I ask upper management for a reference they'll fire me. This should be illegal.

This is how its typically done, unless you're applying for a new position internally.
