You think Obama looked into all 330 cases he pardoned on his last day in office?
Of course not. No President does. They have an entire staff at Justice that does this and the requests for pardon are vetted over the course of a number of years and those that are worth consideration are presented to the President. I suspect he reviewed most of one he approved mostly in a summarized fashion.
Do you think Obama read every page of the ACA? Do you think Trump will read every page of the current Tax bill before signing it?. That is why they have staff.
