And that's the nub of it; they are just kicking it down the road.
I read an article recently about how Ferguson has failed to "bounce back" and that the only places opening up for business are on the "white" side of town. Wasn't the least bit surprised.
I understand the city doesn't want a riot, but letting the mob dictate policy is a bad idea.
 
Good post. Although I would point out that among the things the officer couldn't know was whether the runner was a threat. Turn and fire happens.

Yeah, according to the stats I looked up, there have only been 34. Pittsburgh has some rough areas, but rarely goes over 40, usually in the 20s or 30s. The neighborhoods are usually the same every year-larimer, carrick, homewood, east hills, beltzhoover, and a few others.
