It sounds to me like he doesn’t want to meet up with you, because his body may have changed as a drug user and he knows that you will be able to tell.

I’m not the best person to give advice, but in your situation I would say flatly that I wouldn’t give anything over without meeting this person first, and that I think that he doesn’t want to meet with me for suspicious reasons.

This is extremely sketchy. I wouldn't do it either, especially after finding out about the lies. If he won't tell you the truth, he shouldn't even be considered a friend at this point.
