More than 4 stripes

A while ago, a 6 stripe white belt visited our gym. Looked normal with 4 stripes but he had some blue band made of tape on the other side so I thought he lost his blue belt or something. But actually at his gym you need 8 stripes before you can get a promotion with the blue band representing some sort of special seminar. Each stripe also represents an exact amount of time spent learning technique in class.

I thought it was weird but didn't think much of it until I saw it again! This time next to the gas station from some guy wearing his full kimono getup with a 5 stripe blue belt.

Is this normal in big bjj schools?

It is normal in my tiny BJJ club to choke anybody to sleep that wears full kimono next to the gas station, no matter the number of stripes.
