Yeah, I didn't really see it as a setup, than Funaki getting slammed then going for the leg lock.

Definitely intentional. He liked the inside flying scissor. In that instant, Mezger kind of slammed him as he was doing it. The inside scissor is actually a lot easier to hit, IMO, than doing it to the outside. He actually hit the same move on Mezger in a later rematch, without the slam part.
