There is nothing logical about arbitrarily deciding to end the round like Goddard did. Literally the entire point of the bell is to signal the end of the round so that the round ends at an open, fair, and consistent time instead of a subjective and inconsistent time like if the ref was ending it when they felt like it should end. It's 3 5 minute rounds, not 1 4:54 round, 1 5:03 round, and 1 4:45 round.

If the ref hasn't heard the bell yet, then the round is not over. If the ref suspects the round should be over, they should take steps to confirm their suspicions rather than act on them.

Watch the ending of Machida vs Thiago silva. The ref ignores the time stoppage and focuses on the fight stoppage.
Their is a priority of focus when reffing in a fight. I think the idea is if a finish and time stoppage are close, the ref pulls the fighters apart regardless of the time to review and call the stoppage or end the fight.

It's like if a football team makes a running play last second in the game and there is a pile of people over someone with the ball underneath. The ref stops the game and slowly breaks people off to see where the ball is to call the game. Despite what the clock says, the game is stopped for the time being.
