This problem is solved by making the 1st poke, accidental or not, a point deduction and a repeat offense an automatic DQ. Then you will almost never see an eye poke because fighters will train not to do them.
In judo, hand attacks to the lower body (aka, double legs, single legs, etc) a legal form of attack and feint and a huge part of many people's game from a legitimate part of the game to instant DQ on the first incident.
A lot of people thought there would be a lot of DQs from accidental and incidental movement, but at the highest levels of competition, it never happened because competitors started training specifically not to do these things they used to do all the time.
Make eye pokes an instant DQ offense and you won't ever see another eye poke again because no one will shoving their hands into their opponents' faces with their fingers splayed out.
