I don't think the UFC would release Jones, but if he gets a 2 plus year suspension he could leave on his own power to fight elsewhere. We saw this situation with Cro Cop last year after he was caught with elevated levels. The UFC didn't let Cro Cop go free because they loved him or wanted to see him fight again. They did so because the USADA suspension that would freeze Cro Cop's contract wouldn't hold up in court. Maybe it would and the UFC didn't feel like battling it because Cro Cop was at the end of his career with limited earning potential. I don't think the UFC would be able to ban and punish somebody for fighting internationally due to USADA suspension. The high end of the suspension would be 4 years and I don't see Jones sitting through that time. However, the 4 years is unlikely as we have seen with other cases, but this is his second time.
The only promotions that could afford him would be ACB, EFN, Akhmat Fight Club, and maybe ONE Championship. Akhmat Fight Club has the moral flexibility to fight Akhmat Fight Club, even though he hasn't gone over there is the past to take money. ONE Championship is the long shot of the mentioned promotions.
I don't think Bellator would book him in the United States or elsewhere due to not wanting to offend the athletic commissions. I'm not sure how the ACs would even do to Bellator. If Bellator would promote Jones Canada wouldn't be a place either because the Canadian Commissions fall in line with their USA neighbors. This would leave Poland, Japan, or Russian for Bellator.
