He Knockout overeem,arlovski, werdum,fabio,Fries, jds all in the first round.
completely dominated mark hunt, ngannou and roy nelson for all 3 and 5 rounds.
So is he the most dominant heavyweight ever?

Not even close. Travis Fulton has gone on multiple 25+ fight streaks where he destroyed everyone with 1st or 2nd round finishes.

When I think of Stipe dominant is not the word that comes to mind, he's a capable HW...
 
Fedor went 10 years undefeated and held the number 1 spot for nearly as long was the number 1 ranked HW and p4p great for 7 years. Also has one of the longest win streaks in MMA, let alone HW.

So to clearly answer your question, no...not by a long shot. There are a lot of heavyweights more dominant than Stipe, his last loss wasn't all that long ago. Even in Stipes victories, he's had a few closely contested battles.
