That's not true when the soviet union collapsed my Uncle, and his family went to Germany cause germans accepted most soviet post-collapse, we, on the other hand, to get to America were sponsored by my uncle who already lived here all his life and had to wait for 5 years, etc. it was worth ti though I'm glad i am not in Germany.

It says he has German roots in his bio on the wiki page. I am not going to research this in furhter detail and double check how legit are sources on this
I also can tell you this though, I am partly German and live in Russia and i know for fact there were many people with German roots living in Soviet union who immigrated to Germany after the USSR collapsed based on being ethnically German . Roughly over 1.5 mil people during the 90ies, that was the peak. Look into it bro:
