Maybe they need updating? It seems odd to give an assault charge to kids outside of school but if they fight in school they get it knocked down.

Sure, but being running through the juvenile system has long term negative effects on kids. And the point isn't that being at school gets it knocked down, it that's when there's a cop in school it gets escalated up. So they end up in the juvenile system based on whether or not there's police at the school. So, same behavior results in different punishments based on things that are not related to the students themselves.
 
Well the articles says that blacks who act out will get punished if there are police in the schools. I don’t see how that is a bad thing. If any child is acting out or doing illegal things they should get punished. Are the police supposed to turn a blind eye to a child commiting a criminal offense because they are black?

"Acting out" and doing something illegal is different. Should the police be there to discipline the students if they disrupt a class?
