You don't make a coherent point, and you think that somehow because the president can move troops for 60 days before he has to bring them home because he is out of line means he has the power to "declare war." He can put troops into combat without Congressional approval, which is essentially declaring war if you spend 3 months fighting. Congress can either hop on board or not, but it's too late by then.

Congress hasn't declared war since WW2.

Korea, Vietnam, Kosovo, Afghanistan, Gulf War, OIF, OEF are all wars we've fought that didn't have Congress declare an actual war although they've given approval.
