hard to use hips from that position
It has some hips to it, you use gravity. You lean forward, or at a slight angle. You then drop down and use your hips at a slight angle mostly core and weight displacement. Remember your punching down, not every punch has to use this principle but you can create a hard punch with this in mind. I like to elbow from mount this way, using gravity, hips & core while using a slight angle.
I use both hips and rotation, its hard to explain without demonstrating it irl.

so you use your hips but no rotation
The point of rotation is to bring your bodyweight into the strike when the body is already partially rotated away from the opponent. Rotation isn't the goal, moving your body weight towards the opponent is the goal.
So, striking from full mount relies on the same principle - getting your bodyweight moving in the same direction as the strike. From mount, that's about dropping the bodyweight towards an opponent who is lower than you. So, you need to have the bodyweight up and then drop it down. How you do that can vary from angling the body down with each strike or posturing up and then dropping the whole body down.
But whatever you choose to do, understand that the principle is the same standing or mounted - move your body in the direction of your strike.
