Out for over a year with no fight schedule used to be the criteria, and they had several times when a guy was out much longer without interim fights.

Cain, Pettis were both out about 18 months with now interim fight, it was 2+ years before they did an interim for Dom.

Now they have scheduled interim fights with the champ on the same card fighting Nate fucking Diaz and they do interim fights within a month of a champ defending. It is so far beyond jumping the shark at this point.
