Annnnd, all the Inquisitors are former Temple Guards who turned to the dark sideYellow light saber wielderz were known as "Sentinels." They were mostly known to be guards of the Jedi temples... but there's actually an entire "religion" surrounding the Sentinels which was started over a 1,000 BBY (1,000 yearz before Ep. 4) It was still "Jedi religion" but it was a bit different in their beliefs. (kind of like Christianity has many different factions... but they're all considered christians)
They were also known as "Watchmen." As they would spread themselves out in the galaxy helping people in need. They would often spend many years on a planet doing such work. It was much like the one's protecting the Jedi temples... only they were protecting an entire people. They weren't cops... they handled big major issues... more like the "Secret Service."
They were rarely seen because they kept their presence mostly a secret... & chose to operate from the shadows. They also used many other methods of creating peace, and pulling their light saber was always done only if absolutely necessary. So this is another reason why seeing one was so unique.
There also weren't very many of them. Most force sensitive's were drawn to the main Jedi order... & so the one's who didn't quite fit in... that vibed with the Sentinal's methods... were very few.

Ooops, maybe just the Grand Inquisitor was a former temple guard, but not sure about the others
