The condition of their armed forces is comically bad. I think even the Iraqi army is better organized and serviced at this point. As of now, they have no working submarines, large transport planes, extremely low readiness rate for equipment and lacking thousands of officers. The shortage of personal is so bad that limited conscription is being considered.

The report was published by the parliamentary commissioner for the armed forces, Hans-Peter Bartels.

"The army's readiness to deploy has not improved in recent years, but instead has got even worse," Mr Bartels told reporters at a press conference in Berlin. At the end of the year six out of six submarines were not in use. At times, not one of the 14 Airbus A-400M could fly," he said.

The condition of the military's fleet of fighter planes, tanks, helicopters and ships is described as "dramatically bad". The report also says a lack of spare parts and outdated equipment has left "big gaps" in the armed forces. It notes that thousands positions for officers were vacant, resulting in a lack of adequate leadership.

Recurrent funding issues have been highly embarrassing. In 2014, it was revealed that tank commanders had covered up their lack of machine guns by using broomsticks painted black during a NATO exercise.

That is hilariously bad if true. But, it does benefit american interest and military spending by being allies with nations who dont want to keep up. They need the US for power backing and in turn dont cut off relations (diplomatic/ Trade) even when the US elects a cartoon character who is more than likely to say Merkel is a commie Islamist that looks like a human baked potato.

Also, if the germans wanted to get the military humming, they certainly have the means to do so rather quickly
 
not surprised at all. germans are taught at a very young age their history. it's embedded into their brains that militarism = death and destruction of their own people.

On 28 June 1919, the Treaty of Versailles was signed with Germany. ... Germany's military power was reduced. Germany was not allowed to have submarines or an air force. It could have an army of only 100,000 men and a navy of only 6 ships, and it was not allowed to place any troops in the Rhineland.
