Who were those people attacking Mereen? Was it Volantis? Or was it over slavers from Slaver's Bay? If so, then who is working the ships? Is there are free warrior caste in slaver's Bay, or is it more slaves? If it is more slaves why would they attack Dany instead of joining up with her?
