Anyone include this in a routine? Is this MMA specific or would this help with functional strength/conditioning?
 
Those are hardly punches, looks more like a conditioning exercise than anything. You could do them if you like, 30 second rounds as many as possible. Probably pretty taxing with a 45# barbell.
 
But it’s definitely not an exercise that will make or break you in a fight, if that’s what you’re askibg

Nope just curious about different exercises, what muscles would this be impacting core and shoulders?

"Core" is misunderstood. Both it's function and it's components. Shoulders, arms. I've done it. It's nothing special. Proper technique + strength/power translate to harder punching.
 
I remembered Pedro Rizzo doing the same barbell exercise with small plates on.
