He is referring to the use of the word succeeds as opposed to the word secede.It's called "putting things in perspective."
The Soviet Union falling apart was different than states succeeding, I will kind of agree with that, but the relationship has enough similarities, and the remaining ties between the two countries are similar enough to make the analogy.
It is not a simple grammatical error. It completely undermines your entire point, especially when you keep using the word in your post.
